Jacob Morley was last seen in Marion, Illinois, on Tuesday. He abandoned a stolen truck behind a strip mall roughly 120 miles north of the Northwest Correctional Complex in Tiptonville, Tennessee, where he escaped late Sunday night.

Marion Police Chief David Fitts said authorities have not received credible tips placing Morley in the area or reports of other missing vehicles since Tuesday. Police are working to determine where the 28-year-old went after leaving the truck.

Morley, a white man with brown hair and green eyes, slipped through a fence in his prison clothes and walked to a nearby farm to steal the vehicle. He stands 5 feet 11 inches tall and weighs 240 pounds. No evidence yet suggests anyone assisted in the escape.

The escape adds pressure to a state prison system already under scrutiny. Department of Correction Commissioner Frank Strada resigned last month after the failed execution of Christa Pike. Strada served for less than three years before stepping down.

State Sen. Tom Hatcher, a Republican from Blount County and chairman of a legislative subcommittee on the prison system, called for new leadership. He said oversight work is underway at several facilities, but lawmakers are waiting for the next governor to appoint a commissioner.

Hatcher cited understaffing as a major issue. Prison officials told the subcommittee that the agency has 470 open positions among its 6,000-person workforce. They also warned that a 2022 law requiring longer sentences is increasing populations and risking overcrowding. Hatcher noted that Strada missed the last oversight meeting, which took place days before Pike’s execution date.

District Attorney Danny H. Goodman Jr. is prosecuting 19 cases stemming from indictments issued this summer at the Northwest Correctional Complex. The cases involve five inmates killed behind bars and assaults on staff and inmates. Fifty indictments have been filed, including charges against former employees for aggravated assault. Goodman stated there is no evidence linking Morley to those attacks.

Goodman described staffing at the isolated prison, located 90 miles from Memphis, as a major problem. He said staff frequently work double shifts due to shortages. Morley is serving a life sentence for the 2022 murder of co-worker Cody Birchfield, whose body was found in a box under Morley’s home in Carter County.
