Amazon is scrapping plans for four data centers on a 122-acre site in Loudoun County, Virginia, in favor of housing and public facilities.

The company filed its original proposal in July 2026. By September, Loudoun County Board of Supervisors chair Phyllis J. Randall met with Amazon representatives to discuss alternative uses for the land. That meeting followed local resistance to the project. Residents had cited noise pollution and high electricity consumption as primary concerns. The county's approach to new data center construction had already begun to shift before this specific proposal was finalized.

Under the new agreement, Amazon will convert most of the former George Washington University campus into mixed-use and residential projects. The company will donate 25 acres of the property to the county for a community arts center and a recreational facility. Additionally, Amazon will contribute $5 million to the county's housing fund. Josh Weissman, Amazon's vice president of data center development, stated that the company recognized the county's specific concerns about the site. He noted that the two parties agreed a shared vision was better than litigation. Randall said the deal provides more attainable homes for working families.

The reversal occurs in a region known as Data Center Alley, which hosts the world's largest concentration of such facilities. Demand for these centers has surged due to artificial intelligence growth, leading to community pushback over energy costs and water use. President Donald Trump recently urged data center builders to pay local communities a dividend and generate their own electricity. The Loudoun deal stands as a direct response to that growing pressure.

The site sits just outside Washington, D.C. The change in plans replaces server racks with residential units and public spaces. The county gains dedicated land for arts and recreation. The company retains control over the remaining property for development. The $5 million contribution is earmarked specifically for housing. The 25-acre donation is separate from the residential development zones. The agreement concludes the initial planning phase for the former campus.

Amazon moved quickly to purchase the campus when it became available. Weissman said the company had a different legal view on the property's potential. Despite that difference, the company chose to negotiate. Randall described the outcome as a result of dialogue. The new facilities will serve as gathering places for residents. The housing fund will support local construction efforts. The data center project is now off the books for this specific location. The county retains the donated land for public use. The financial contribution is immediate. The residential development is the next phase.
